I had uninstalled Norton 360 and AVG/AVG link scanner as with networking, But could not update SAS. I did an internet connection trouble in advance. I solved it by unchecking Auto Authorization AND moving the installation folder to NOT be the two Program Files folders. For some reason, when trying to download something to the Program Files or Program Files (x86) folders in windows 11, you need to give it permission. There must be some protection scheme or something for those folders. Doesn't come up if you make a folder outside of windows or the program files folders. Once the IK Manager can start by using a non-protected folder, it can then install to the windows or program files folders.
